Converting a Nonsecure Facility into a Highly Classified Space
The secure headquarters for the mission-critical government client was not located on a military base but instead located in a central city area. The transformation of a nonsecure building into a highly classified space requires meticulous planning and execution.
Bryan Construction implemented multi-layered security measures, including:
- Full gated access security fencing
- Discreet physical barricades designed as boulders and planters to deter unauthorized access
- TEMPEST-compliant mitigation to prevent electronic surveillance and data leaks
- Enhanced building envelope security, meeting strict federal standards
Despite these complexities, Bryan Construction successfully delivered the project on time and within budget, showcasing our ability to manage high-stakes government contracts.

Innovative Safety Approach
Safety was a top priority throughout the project. Bryan Construction’s proactive safety strategy included:
- Comprehensive worker training—All new workers completed extensive onboarding and received a hard hat sticker as recognition for completing safety training.
- Daily safety inspections & routine oversight—Superintendents conducted daily site inspections, and the corporate safety manager regularly visited to reinforce a safety culture.
A unique security-focused safety measure was the early installation of the permanent security fence, eliminating the need for a temporary fence. This saved costs, protected the client’s investment from the start, and enhanced security for workers and the surrounding public. Given that the facility is located in an active public area, early fencing installation significantly reduced risks.

Addressing Long Lead Times
Critical materials such as STC-rated doors, power filters, and electrical panels faced long lead times with no viable alternatives. To prevent delays, Bryan Construction:
- Proactively managed procurement, ensuring materials arrived exactly when needed
- Streamlined security accreditation, making verification processes more efficient during commissioning
70,000 Square Foot Raised Floor System
Because this highly classified facility is not located on a military installation, it required enhanced security mitigation to meet ICD/ICS 705 standards. Bryan Construction adopted an innovative solution for handling the 500+ miles of cabling required:
- Installing a 70,000-square-foot raised floor system, allowing secure cabling to be concealed yet accessible
- Implementing raceways to house classified cabling, ensuring a clearly visible three-foot horizontal separation between classified and non-classified lines for faster security verification
Integrating Existing Building Systems
The chilling tower, a critical HVAC component, was originally slated for replacement. However, long lead times (over two years) and unexpectedly high costs threatened to disrupt the project. To avoid delays, Bryan Construction:
- Refurbished the existing chilling tower, extending its lifespan to operational needs
- Leveraged early trade partner involvement to ensure seamless integration of both new and existing building systems
